Foster Charged With 2004 Rape

On 5/19/12 the Milford Police Criminal Division arrested and charged a 58yo Lewes man in connection with a sexual assault that occurred in 2004. Jeffrey A. Foster was charged with Rape 1st Degree, Rape 2nd Degree (2 counts), Kidnapping 2nd Degree, Unlawful Sexual Contact 1st Degree (3 counts), Unlawful Sexual Contact 2nd Degree, Terroristic Threatening, Assault 3rd Degree and Endangering the Welfare of a Child. Detectives discovered that an 11 yo male and a 8yo female were both in the care of Foster for several days in September of 2004. During this time Foster sexually assaulted the 8yo female numerous times and physically forced the 8yo into a location. Foster also had the 11 yo male participate in sexually assaulting the 8yo female. This incident occurred at a location south of Milford (Sussex County) but the exact location could not be determined at the time of this news release. Foster was arraigned through JP3 and was committed to SCI in default of $44,050.00 secured bond.
