C. KiferOn Friday, July 19 a joint operation with Milford Police Criminal Division and the Delaware State Police led to the apprehension of a wanted 19yo Ellendale man and a 43yo Ellendale woman. Milford Police Criminal Division charged Charles S. Kifer with Rape 2nd Degree, Attempted Rape 2nd Degree, Strangulation, Unlawful Imprisonment 1st Degree and Offensive Touching. This was stemming from a sexual assault that occurred on June, 20, 2012 near Bowman Rd. According to Milford Detectives, on the evening of June 20 Kifer forced the 17yo female victim to perform sexual acts with him while he restrained her. Kifer also struck the female victim in the face and strangled her numerous times. Police state that while police attempted to arrest Charles Kifer, after he was found hiding in the attic at a residence, (the residence in the 400 block of Main St in Ellendale), Dawn R Kifer tried to prevent police from taking him into custody. Dawn R Kifer physically struggled with Police and was taken into custody also. Dawn Kifer was charged by the Delaware State Police with Hindering Prosecution and Resisting Arrest. Charles S. Kifer was arraigned through JP2 and was committed to SCI in default of $104,500 secured bond. Dawn R Kifer was arraigned through JP3 and released on $1,000 unsecured bond.
