unnamedOn the afternoon of November 22 the Milford Police Department Criminal Division, with the assistance of Harrington Police Department, arrested and charged a 24yo Harrington man (formerly of Milford) in connection with a 2 week long investigation. Andre D. Waters was charged with Possessing a Controlled Substance in a Tier 5 Quantity, Manufactures Delivers or PWID a Controlled Substance w/ an Aggravating Factor and Possession of Drug Paraphernalia. According to police, Waters was taken into custody on Milford-Harrington Hwy by Milford Police Detectives and Harrington Police during a traffic stop and was found to be in possession of 976 bags of Heroin (24.4 grams in total) and an undisclosed amount of US currency. Waters was arraigned through JP2 and committed to SCI in default of $80,200.00 cash bond.
