Arrested on drug charges, Passed out in vehicle

On May 30, 2015 the Milford Police arrested and charged a 21yo Lincoln man and a 24yo Milford man stemming from an incident that occurred in the 600 block of N. Dupont Highway. Jordan I. West, 21yo of Lincoln was charged with Possession of Heroin, Possession of Prescription Drugs w/o a Prescription, Possession of Drug Paraphernalia and Driving Under the Influence of Alcohol or Drugs. Anthony L. Fowler, 24yo of Milford was charged with Possession of Heroin and Possession of Drug Paraphernalia. The Milford Police responded to a business parking lot in the 600 block of N. Dupont Highway after receiving a report of two male subjects passed out in a vehicle with the vehicle still in drive. Upon arriving, Milford Police state that officers located that vehicle and with West (operator of vehicle) and Fowler both of whom were slumped over in the vehicle. It was discovered that both West and Fowler had both passed out in the vehicle, after West had started the vehicle placed it in drive, in an attempt to move the vehicle forward. The vehicle had come to a stop prior to police arrival. According to police, an investigation at the scene revealed that Fowler was in possession of 6 bags of Heroin and that West was in possession of 1 bag of Heroin and a large bag of 26 different prescription pills. Fowler had to be transported to Milford Bayhealth for immediate medical treatment. West was taken into custody by Milford Police at the scene. Fowler was later released from the hospital to the custody of Milford Police also. West was arraigned and released on $750.00 unsecured bond. Fowler was arraigned and released on $500.00 unsecured bond.
