On February 14, 2017 at approximately 2:45 p.m., the Milford Police Department Patrol Division responded to Parson Thorne Apartments for a domestic incident. Police state that investigation showed that Ricquel Carter, 22 of Felton DE, allegedly responded to an apartment in Parson Thorne Apartments and began yelling at the victim and wanting the victim to come outside and fight with her. Further investigation showed that Carter became angry when the victim would not come out to fight and she allegedly began to hit the victim’s car mirror until the mirror broke off of the vehicle. After this occurred, Carter fled from the scene. According to police, investigation showed that earlier on February 14, 2017, Carter was advised by a police officer to not have any contact with the victim. An arrest warrant was issued for Carter as a result of this incident.
On February 14, 2017 at approximately 8 p.m., Carter turned herself into Milford PD. She was charged with Harassment, Criminal Mischief under $1000, and Disorderly Conduct. She was arraigned through Justice of the Peace Court 2 and was released on $700.00 USC unsecured bail. A no contact order was issued between her and the victim in this case. Carter was ordered to appear in Kent County Family Court on February 27, 2017.
