In July 2016, Milford Police Department Patrol Division investigated a theft case involving a resident of the Delaware Veterans Home. It was learned through the investigation, that two subjects allegedly had removed checks from the resident’s belongings while the victim was residing at the Veterans Home. The two suspects then allegedly forged three checks and allegedly cashed two of the checks at a local bank and the third check was denied. The two suspects were identified through photo identification that they provided to the bank at the time that they cashed and/or attempted to cash the checks. According to police, investigation revealed that the signatures on the bottom of the checks were allegedly different and appeared to be fraudulent. The investigation also revealed that the signature allegedly did not match the signature of the victim. One of the suspects was identified as Julian Lark II, 26 of Chadbourn, NC. A warrant was obtained for Lark for two counts of Theft $1500 Or Greater, two counts of Forgery 2nd Degree, and two counts of Exploitation Of A Patients or Residents Resources $1000 Or Greater.
On March 23, 2017, Lark was taken into custody by Dover Police Department and transported to Milford Police Department where he was charged with the above charges. It was also determined that he was wanted out of Delaware State Police Troop 9 on an unrelated incident. Lark was arraigned through Justice of the Peace Court 2 and released on $12,000.00 USC unsecured bail. He was ordered to appear in Kent County Court of Common Pleas for a preliminary hearing at a later date.
