Arrested on DUI and Theft Of A Motor Vehicle

 

On March 30, 2017 at 11:29 p.m., Milford Police Department Patrol Division was dispatched to Royal Farms on Route 1 for a stolen motor vehicle case. Officers were advised that the suspect had stolen a white Ford Escape. As officers were responding to the scene, they located a white Ford Escape traveling southbound on S. Rehoboth Blvd. Officers checked the registration information on the white Ford Escape and determined that the registered owner was the victim of the stolen motor vehicle case at Royal Farms. Police state that as officers were behind the vehicle, they observed that the vehicle allegedly drifted back and forth between the white shoulder line and double yellow lines in the travel lane multiple times. The vehicle was stopped, and contact was made with the operator, Todd Fannin, 42 of Milford, DE. Fannin allegedly appeared to be under the influence of some of drug and/or alcohol and Fannin allegedly had an odor of alcoholic beverages emitting from his person. According to police, further investigation revealed that Fannin was allegedly under the influence of both alcohol and drug. Fannin was taken into custody without incident.

Fannin was charged with Driving A Vehicle Under the Influence Of A Combination Of Alcohol And Any Drug, he was also charged with Theft of a Motor Vehicle because he was observed operating and in possession of the stolen motor vehicle within minutes of the report being called into Milford Police Dispatch Center. Fannin had a presentment through Justice of the Peace Court 3. He was committed to Sussex Correctional Institution in default of $2500.00 secured bail. He was issued a no contact order with the victim and Royal Farms. Fannin will appear at a later date in Sussex County Court of Common Pleas for a preliminary hearing. The Milford Police Department was assisted by a Drug Recognition Expert (D.R.E.) with the Dover Police Department with this case.
