On July 28, 2017 at approximately 7:51 p.m., The Milford Police Department Patrol Division responded to KFC/Taco Bell located at 649 N DuPont Blvd. Milford, DE reference to an altercation. Investigation revealed that the suspect had fled from the scene prior to officers’ arrival. Police state that investigation revealed that the suspect, who was identified as Jamaal Artis, 35 of Seaford, DE, made contact with the victim, who he has an existing no contact order with in the parking lot of KFC/Taco Bell. It was learned that he was requesting a ride to the victim’s residence to get belongings. The victim advised that during the conversation, Artis allegedly advised that he was going to stay at the residence at which time, the victim advised that he was not. From there, Artis allegedly threw a fountain drink at the victim’s face in an aggressive manor. The liquid struck the victim in the face and clothing. From there, Artis allegedly stole the victim’s car keys and fled from the scene. Investigation revealed that there were three children present in the vehicle. Due to this investigation a warrant was obtained for Artis.
On 07/29/2017 at 9:30 p.m., the victim contacted the Milford Police Department and advised that his/her vehicle had been stolen by Artis from the KFC/Taco Bell parking lot. Investigation revealed that Artis had no rights to the vehicle and the victim was the sole owner of the vehicle. While officers were speaking to the victim, Artis continued to call the victim’s cell phone. Artis’ continuous unwanted contact and actions with the victim over the last month constituted the crime of Stalking. Due to this investigation another warrant was issued for Artis.
On 08/01/2017, a tip was received that Artis was currently at the Brightway Commons Apartment Complex. Officers responded to that location and took Artis into custody without incident. He was charged with the following crimes: Noncompliance With Conditions Of Recognizance Bond Or Conditions (Felony), 4 counts of Reckless Endangering 2nd Degree, Offensive Touching, Menacing, Stalking- Person Violated Any Order Prohibiting Contact With The Victim, and Theft Of A Motor Vehicle. It was learned that Artis was under the influence of alcohol at the time of his arrest. He was committed to Sussex Correctional Institution on secured bail by Justice of the Peace Court 3 due to his intoxication. Artis had a presentment once he was sober through Justice of the Peace Court 7 and was held on $4000.00 USC secured bail and $7500.00 cash bail on the above charges as well as two new additional no contact orders between he and the victim(s). He was ordered to appear in Kent County Court of Common Pleas at a later date for a preliminary hearing.
