Registration Violation Leads To Charges

On December 1, 2017 an officer on patrol on Northwest 10th Street observed a Chevrolet being operated with several registration violations. The officer conducted a stop of the vehicle in the 800 block of North DuPont Boulevard (US Rt 113). During the stop the officer the officer learned the operator, Cedric M. Fitchett, 53 of Houston, was wanted by the Justice of the Peace Court #3. Further investigation during the stop led to a search of the vehicle. The search of the vehicle led to various pieces of drug paraphernalia being located, as well as crack cocaine and heroin. Three passengers, Kari A. Gibbons, 32 of Seaford, Raven A. Caldwell, 38 of Greenwood, and David M. Krouse, 39 of Greenwood were all taken into custody as well. Ms. Gibbons initially provided officers with a false name, but but further investigation determined her true identity. Ms. Gibbons was found to be wanted by Justice of the Peace Court #4 in Seaford, Sussex County Court of Common Pleas, and by the Seaford Police. Mr. Fitchett has been charged with Possession of a Controlled Substance, Possession of Drug Paraphernalia, Driving While Suspended or Revoked, Failure to Have Required Insurance, and Operation of an Unregistered Motor Vehicle. Mr. Fitchett was presented at the Justice of the Peace Court #7, where bail was set at $401.00 secured. Mr. Fitchett has been committed to the custody of the Delaware Department of Correction at the Sussex Correctional Institution. Ms. Gibbons has been charged with Possession of a Controlled Substance and Possession of Drug Paraphernalia. Ms. Gibbons was presented at the Justice of the Peace Court #7, where bail was set at $700.00 unsecured. Ms. Caldwell was charged with Possession of a Controlled Substance and Possession of Drug Paraphernalia. Ms. Caldwell was presented at the Justice of the Peace Court #7, where bail was set at $700.00 unsecured. Mr. Krouse has been charged with Possession of a Controlled Substance and Possession of Drug Paraphernalia. Mr. Krouse was presented at the Justice of the Peace Court #7, where bail was set at $700.00 unsecured. All four a scheduled for arraignments in the Kent County Court of Common Pleas, with Mr. Fitchett’s date being in December and the other three in January. Milford Police Department’s K-9 Division assisted with this investigation, with the K-9 alerting multiple times on the vehicle.
