On February 17, 2018 at approximately 1051 hours, the Milford Police Department Patrol Division made contact with a suspicious vehicle in the parking lot of Chick-Fil-A. The operator was identified as William Lhotsky, 62 of Millsboro, DE. Investigation revealed that Lhotsky had several capiases out of various courts and an active warrant out of Millsboro Police Department. While officers were speaking to Lhotsky, they could smell a strong odor of an alcoholic beverage coming from the vehicle and Lhotsky. Lhotsky exhibited signs of someone under the influence of alcohol/drugs. As officers attempted to have Lhotsky exit his vehicle to conduct the Standardized Field Sobriety Tests, Lhotsky began to resist arrest and after a short struggle was taken into custody. A search warrant was obtained for a DUI blood draw for Lhotsky. It was approved through the Justice of the Peace Court and was executed at Bayhealth. After the blood draw was completed, Lhotsky was transported back to Milford PD and charged with Driving a Vehicle Under the Influence of Alcohol and Resisting Arrest. Lhotsky had a presentment through the Justice of the Peace Court and was committed to the Department of Corrections on secure bail due to his intoxication. He was ordered to appear in Kent County Court of Common Pleas as well as other various courts at a later date in reference to his pending charges.
