Man Arrested for Shoplifting

On February 19, 2018 at approximately 1713 hours, The Milford Police Department Patrol Division responded to a late reported shoplifting report at Walmart, located at 939 North Dupont Blvd. Milford, DE 19963. Officers made contact with Asset Protection staff, who advised that they had reviewed store surveillance footage after being advised by a manager of a possible shoplifting from the store on 02/18/2018. They advised that through review of the surveillance footage, they observed the suspect, Louis Welch, allegedly removed several items (valued under $1500 USC). Investigation also revealed that Welch was also banned from Walmart on 12/12/2017. Welch was positively identified by Asset Protection due to past incidents with Welch. Officers obtained warrants for Welch reference to this investigation.

On 02/23/2018, Patrol Officers came into contact with Welch on an unrelated incident and took him into custody reference to the active warrant for his arrest. It was also learned that he was in possession of drug paraphernalia as well. Welch had a presentment through Justice of the Peace Court 2 and was committed to the Department of Correction on $1250.00 USC secured bail. A no contact order was also put into place between Welch and Walmart. Welch was issued a criminal summons for the drug paraphernalia prior to be transported to the Sussex Correctional Institution and turned over to Department of Correction staff without incident. Welch was ordered to appear in Kent County Court of Common Pleas at a later date reference to this investigation.
