On 3/10/2018 at approximately 6:47 p.m. the Milford Police Department’s Communications Center received a call about a vehicle traveling northbound on South DuPont Boulevard (US Rt 113), possibly being operated by an impaired driver. A concerned citizen advised that they had been behind the vehicle since Georgetown and the vehicle had been all over the roadway. The concerned citizen followed the vehicle until it came to a stop in a parking lot off of Lakeview Ave (SR 36). The vehicle was identified as a Green Kia Soul. Patrol officers responded to the parking lot and made contact with a female operator, who was identified as Kathryn Connelly, 64 of Walnut Port, PA. Officers observed that Connelly appeared to be under the influence of drugs/alcohol due to multiple factors that she presented to officers. The Standardized Field Sobriety Tests were given to Connelly, which she did not successfully complete. Investigation revealed that Connelly was under the influence (DUI) of drug. Connelly was taken into custody without incident. A search warrant was obtained for a DUI blood draw for Connelly reference to this investigation.

Investigation also revealed that Connelly had previously been charged with four prior DUIs in Pennsylvania and one prior DUI in Virginia. Connelly was charged with 6th Offense- Driving Under the Influence Of Any Drug and Driving Without A Valid License. She had a presentment through Justice of the Peace Court 3 and committed to the Department of Correction due to her intoxication and not being fit for presentment. Once deemed fit, Connelly had a presentment through Justice of the Peace Court 3 and was released on $3100.00 USC unsecured bail with a future preliminary hearing date in Sussex County Court of Common Pleas.
