On 3-29-18 at approximately 11:06 p.m., the Milford Police Department Patrol Division was dispatched to a two vehicle property damage collision in the parking lot of the Reserves at Sawmill Apartment Complex. Responding officers were advised that one vehicle had left the scene, but investigation revealed that the vehicle had just traveled in the parking lot and parked in a parking space away from the collision. When officers made contact with the vehicle that fled, the vehicle was running, music was playing, and the operator was sleeping behind the steering wheel. Officers were able to wake the operator, who was identified as Shaquel Bowe, 25 of Milford, DE. Officers observed that Bowe exhibited signs that he was under the influence of alcohol/drug. Officers attempted the Standardized Field Sobriety Tests, but Bowe refused. Bowe was taken into custody for suspicion of DUI. During a search of Bowe’s person, it was discovered that he was in possession of suspected crack cocaine, suspected marijuana, and a digital scale. Further testing of Bowe revealed that he was under the influence of alcohol.

Bowe was charged with Driving A Vehicle Under The Influence of Alcohol, Leaving The Scene Of Property Collision Accident, Failure to Provide Information At Collision Scene Resulting In Property Damage, two counts of Manufactures, Delivers, Or Possession With Intent To Deliver A Controlled Substance With An Aggravated Factor, and Possession of Drug Paraphernalia Non-Marijuana Related. Once Bowe was sober, he had a presentment through the Justice of the Peace Court 7. He was released on $11,450.00 USC unsecured bail and a no contact order was put into place between him and the Reserves at Sawmill Apartment Complex. Bowe was also ordered to not operate a motor vehicle. Bowe was ordered to appear in Kent County Court of Common Pleas at a later date for a preliminary hearing reference to this investigation.
