On 05/26/2018 at 12:05 p.m., the Milford Police Department Patrol Division responded to the parking lot of Silver Lake Estates off on Linstone Lane, Milford, Kent County, DE for a report of offensive touching. Officers arrived on scene and made contact with the victim, who advised that the suspect, identified as Crystal Waples, 37 of Milford DE, began yelling at the victim from an apartment window when they arrived in the parking lot. The victim advised that Waples then came outside and began to yell at them and then proceeded to slap the victim in the back of the head, causing the victim’s hat to fall off of the victim’s head. The victim advised that one of Waples’ children was present during the incident. Officers conducted further investigation by reviewing surveillance footage of the incident and determined that the victim’s account of the incident was true. Officers obtained a warrant for Waples reference to this incident.

On 05/31/2018, Waples turned herself into Milford PD reference to the active warrant. Waples was charged with Offensive Touching and Endangering The Welfare Of A Child. Waples had a present through Justice of the Peace Court 2 and was released on $500.00 USC unsecured bail with a no contact order with the victim. Waples was ordered to appear in Kent County Family Court at a later date reference to this incident.
