Search Warrant Results In Arrest Of Two

On 08/17/2018 at approximately 0815 hours, the Milford Police Department Drug Unit and Patrol Division executed a drug search warrant at a residence in the unit block of NW Front ST. Milford, Kent, DE. The search warrant was a result of a month long investigation into the distribution of Heroin. Officers made contact with the primary suspect, Perry Artis, 54 of Milford, DE, in the driveway of the residence. Officers also made contact with another subject, Sharmba Sheppard, 27 of Ellendale, DE, who had just pulled up to the residence in a vehicle. Officers could smell an odor of marijuana emitting from Sheppard’s vehicle. When officers made contact with Artis and Sheppard, both suspects began to resist arrest. After a brief struggle, both suspects were taken into custody.

From there, Detectives executed the search warrant of the residence and located Heroin, Marijuana, and drug paraphernalia inside the residence. Both Artis and Sheppard were transported back to Milford PD.

Artis was charged with Possession With Intent To Deliver A Controlled Substance, Resisting Arrest, Possession of Marijuana, Possess, Consume A Controlled Or Counterfeit Substance Without A Prescription With An Aggravating Factor, and Possession of Drug Paraphernalia. Sheppard was charged with Resisting Arrest and Possession of Marijuana. Both had a presentment through Justice of the Peace Court 2 where Artis was committed to the Department of Corrections on $1400.00 USC secured bail and Sheppard was released after posting a $500.00 USC bail. Both were ordered to appear in Kent County Court of Common Pleas at a later date for a preliminary hearing.
