Traffic Stop Results In Arrest


On 08/11/2018 at approximately 0156 hours, Patrol Officers with the Milford Police Department were on proactive patrol in the area of North St and N Church St. when they observed a registration violation on a Gray Acura passenger vehicle. Officers conducted a traffic stop and observed in plain view suspected marijuana in the center console of the vehicle. Further investigation revealed that the operator was of motor vehicle was in possession of cocaine. The operator, who was identified as Joel Velez-Rivera, 23 of Bridgeville DE, was taken into custody. Both the suspected marijuana and cocaine that was located field tested positive for their respective substances. It was also determined that Velez-Rivera did not have a driver’s license nor proper insurance paperwork for the vehicle.

Velez-Rivera was charged with Possess, Consume A Controlled Or Counterfeit Susbstance With An Aggravating Factor, Failure To Have Required Insurance, Driving Without A Valid License, Failure to Transfer Title And Registration, and Possess/Consume Marijuana Personal Use Quantity 21 Or Older- Civil Violation. Velez-Rivera had a presentment through Justice of the Peace Court 7 where he was released on $1575.00 USC unsecured bail. He was ordered to appear in Kent County Court of Common Pleas at a later date reference to this investigation.
