Fugitive Arrest Leads to Drug Seizure

On 08/30/2018 after a several week investigation, The US Marshal Service’s First State Fugitive Task Force, which Milford PD is a part of, located a wanted fugitive out of Milton PD in a parking lot in the unit block of Linstone Lane, Milford. The task force observed a Gray GMC pick-up truck drive into the parking lot. The truck was operated by a white male driver later identified as Rick Barth, 34 of Lewes DE, and the front passenger of the vehicle was identified by task force officers as the fugitive, Tevon Savage, 28 of Millsboro, DE. When task force officers attempted to make contact with the vehicle and Savage, Barth put the vehicle in reverse and struck a task force officers’ vehicle which was parked behind the pick-up truck. From there, Barth surrendered, but Savage attempted to take control of the vehicle and drive towards task force officers, which were positioned in front of the vehicle, but task force officers reached the vehicle and prevented Savage from driving forward. While task force officers were taking both Barth and Savage into custody, they resisted arrest but where taken into custody without incident.

After both suspects were detained, Task Force Officers located 3 bundles (30 bags) of Heroin and marijuana inside the vehicle in plain view. Further investigation also revealed that Barth was under the influence of drug while he was operating the vehicle inside the parking lot. Both suspects were taken back to Milford PD.

Barth was charged with Manufactures, Delivers, or Possesses With Intent To Manufacture, Deliver a Controlled Substance, Resisting Arrest With Force, two counts of Conspiracy 2nd Degree, Reckless Endangering 2nd Degree, Criminal Mischief Over $1000, Possession of Drug Paraphernalia- Not Marijuana Related, and Driving A Vehicle Under The Influence of Drug. Savage was charged with Manufactures, Delivers, or Possesses With Intent To Manufacture, Deliver a Controlled Substance, Resisting Arrest With Force, Conspiracy 2nd Degree, Possession of Marijuana, Possession of Drug Paraphernalia- Not Marijuana Related. Savage was also wanted on Domestic-Related Assault charges out of Milton PD and a Sex Offender Violation out of DSP Troop 4. Savage also had a Violation of Probation capias out of Sussex County Superior Court and two Failure to Pay capiases out of Sussex County Court of Common Pleas and Sussex County Family Court. Due to both Barth and Savage being under the influence of drug, they were committed to the Department of Correction until they were sober for presentment in a Justice of the Peace Court.

On 08/31/2018, Barth had a presentment through Justice of the Peace Court 2 and was held at Sussex Correctional Institution in default of $11,000.00 USC secured bail. Savage had a presentment through Justice of the Peace Court 2 and was held at Sussex Correctional Institution in default of $9000.00 USC secured bail. Both suspects were ordered to appear in multiple courts at a later date reference to their charges.
