On 02.12.2019 Milford Police arrested a Milford man following an investigation into a physical altercation that reportedly took place near a residence in the 400 block of Southeast Front Street. On 02.12.2019 an officer from the Milford Police Department’s Patrol Division was out of his vehicle in the unit block of McColley Street and heard an individual screaming in distress nearby. The officer investigated and located Ricky E. Ness, 32 of Milford, holding the victim against a parked vehicle. Mr. Ness initially failed to comply with officers commands, but eventually did and was taken into custody. The investigation revealed Mr. Ness and the victim were together and the victim became uncomfortable with Mr. Ness’s behavior. The victim tried to flee a shed the pair were in and Mr. Ness reportedly tried to prevent the escape. The victim did get out at which time Mr. Ness contacted her again, pushing her against the vehicle while holding her neck. The victim had trouble breathing as a result of this. Mr. Ness also made threats to harm an officer and the victim while in custody. Mr. Ness has been charged with Strangulation, Unlawful Imprisonment Second Degree, two counts of Terroristic Threatening, Resisting Arrest, Offensive Touching, and Criminal Trespass 3rd Degree. Mr. Ness was presented at the Justice of the Peace Court #2, where bail was set at $9501.00 secured. Mr. Ness was committed to the Sussex Correctional Institution and is scheduled to appear at the Sussex County Court of Common Pleas on 02.21.2019.
