Delaware State Police have arrested 34-year-old Fatima Bey, 25-year-old Isaiah Smiley, 73-year-old Jerome McCants, and 41-year-old Jerome Tilghman, all of Wilmington, Delaware, for a shoplifting incident that occurred on Thursday evening.
On July 6, 2023, at approximately 5:30 p.m., troopers observed Bey pushing a shopping cart full of merchandise from the Kohls, located at 2800 Pulaski Highway in Newark, to a nearby Wawa. Bey hid the merchandise behind a bush before returning to a waiting car in the Kohls parking lot. Troopers made contact with the four occupants of the car, identified as Bey, Smiley, McCants, and Tilghman, and discovered additional stolen merchandise, approximately 7.1 grams of crack cocaine, approximately 0.161 grams of heroin, and drug paraphernalia. Bey and Tilghman also had capiases for their arrests. The merchandise, valued at over $2,800, was returned to the store.
Bey, Smiley, McCants, and Tilghman were transported to Troop 2 and charged with the following offenses:
Fatima Bey:
- Shoplifting Over $1,500 (Felony)
- Possession of a Controlled Substance – 2 counts
- Possession of Drug Paraphernalia
Bey was arraigned by Justice of the Peace Court 2 and committed to Delores J. Baylor Women’s Correctional Institution on a $2,600 secured bond.
Isaiah Smiley:
- Possession with the Intent to Deliver a Controlled Substance (Felony)
- Possession of a Controlled Substance Tier 1 Quantity (Felony)
- Conspiracy Third Degree
- Shoplifting Under $1,500
- Possession of a Controlled Substance
Smiley was arraigned by Justice of the Peace Court 2 and released on a $13,200 unsecured bond.
Jerome McCants:
- Shoplifting Under $1,500
- Conspiracy Third Degree
- Possession of a Controlled Substance
- Possession of Drug Paraphernalia
McCants was issued a criminal summons for these charges and released.
Jerome Tilghman:
- Shoplifting Under $1,500
- Conspiracy Third Degree
- Possession of Drug Paraphernalia
Tilghman was issued a criminal summons for these charges. He was arraigned by Justice of the Peace Court 11 for his capias and committed to Howard R. Young Correctional Institution on a $5,000 cash bond.
