Troopers Arrest Two on Gun and Stolen Car Charges

The Delaware State Police have arrested 25-year-old Carl Butler of Washington, DC and 29-year-old Saratu Iscandari of Maryland City, Maryland for possessing a stolen car and other charges following an incident that occurred yesterday morning in Bear.

On April 6, 2023, at approximately 7:23 a.m., troopers responded to the Wawa located at 3601 Wrangle Hill Road regarding a shoplifting. Troopers learned that an unknown male suspect had entered the store, removed tobacco products from behind the cash register, and left the store without paying. The suspect then got into a red Honda Odyssey minivan and left the area. Troopers found the same minivan a short time later at Diamond State Tire, located at 3482 Wrangle Hill Road. Troopers contacted Carl Butler and Saratu Iscandari standing outside the minivan, and Butler was identified as the shoplifting suspect. Troopers attempted to take Butler into custody, but he pulled away from the police and physically resisted arrest. Once Butler was detained, troopers found a handgun that was concealed in his jacket pocket. The gun did not have a serial number, and computer checks showed that Butler was a convicted felon prohibited from possessing a firearm.

Computer checks revealed that the Honda Odyssey was reported as stolen by the Prince George’s County Police Department on April 5, 2023. Both Butler and Iscandari initially provided false names and dates of birth to troopers. Once they were identified, both Butler and Iscandari were taken to Troop 2 and charged with the following crimes:

Carl Butler:

  • Possession of a Firearm With No Serial Number (Felony)
  • Possession of a Firearm by a Person Prohibited (Felony)
  • Carrying a Concealed Firearm (Felony)
  • Receiving Stolen Property Over $1,500 (Felony)
  • Shoplifting Under $1,500
  • Criminal Impersonation
  • Resisting Arrest

Butler was arraigned by Justice of the Peace Court 11 and committed to Howard R. Young Correctional Institution on $25,000 cash bond.

Saratu Iscandari:

  • Receiving Stolen Property Over $1,500 (Felony)
  • Criminal Impersonation

Iscandari was arraigned by Justice of the Peace Court 11 and committed to Delores J. Baylor Women’s Correctional Institution on $10,000 secured bond.
