Troopers Arrest Smyrna Man for 7th Offense DUI Following an Injury Crash

Delaware State Police arrested 53-year-old Paul Rowan of Smyrna, Delaware, for 7th offense felony DUI following an injury crash in Hartly yesterday afternoon.

On June 18, 2024, at approximately 12:19 p.m., troopers responded to an overturned Isuzu Rodeo on the 2000 block of Slaughter Station Road in Hartly. Before troopers arrived, they were told that the driver and passenger of the Isuzu walked away from the crash. When troopers arrived, they located the driver, later identified as Paul Rowan, and passenger, a 45-year-old woman, walking away from the crash scene. Rowan and the passenger were taken to an area hospital for non-life-threatening injuries. During a search of the Isuzu, troopers found drug paraphernalia.

When a trooper spoke to Rowan at the hospital, he showed signs of impairment and administered Standardized Field Sobriety Tests. After the tests, Rowan was arrested for driving under the influence and a computer check showed that he had six prior DUI-related convictions.

After he was released from the hospital, Rowan was taken to Troop 3, where he was charged with the crimes listed below, arraigned by Justice of the Peace Court 2, and committed to Sussex Correctional Institution on a $23,750 cash bond.

  • 7th Offense DUI (Felony)
  • 1st Degree Vehicular Assault (Felony)
  • Possession of Drug Paraphernalia
  • Leaving the Scene of a Collision Resulting in Injury
  • Failure to Report a Collision Involving Alcohol or Drugs
  • Multiple Traffic Offenses
