Enstructure president departs as Port of Wilmington project continues

WILMINGTON — Bayard Hogans, formerly the president overseeing Enstructure’s Mid-Atlantic operations including Delaware, has departed the company, according to a recent announcement from the Port of Wilmington operations. 

Hogans’ departure comes nearly two years after he was appointed to the role in October 2023, following the state’s termination of its contract with previous port operator Gulftainer.

Enstructure stepped in with plans to revitalize the long-struggling port, including a major expansion project at the Edgemoor site.

Enstructure Co-CEOs Matthew Satnick and Philippe De Montigny issued a joint statement thanking Hogans and outlining the company’s next steps:

“We thank Bayard for his contributions to Enstructure Mid-Atlantic and wish him all the best in his future endeavors. Enstructure is actively working to ensure a smooth transition and will continue to focus on delivering innovative supply chain solutions for our customers without interruption.”

As part of its agreement with the state announced in 2024, Enstructure committed to investing $335 million in infrastructure improvements to complete the Edgemoor expansion by 2027. The state is also subsidizing a new container terminal as part of that effort.

However, the project has faced multiple challenges, including labor disputes, stalled permitting processes, and political friction over governance of the Diamond State Port Corporation.

Disagreements between Governor Matt Meyer and the Delaware General Assembly regarding board appointments have further complicated progress, prompting the legislature to revive a task force to review port management.

Despite the leadership change, Enstructure has indicated plans to continue operations and expansion efforts without interruption.
