Promotion of Saundra Hale Signals KSI’s Strategic Growth Amid Industry Challenges

Milford, Del. — As Kent-Sussex Industries (KSI) continues to modernize and adapt to the evolving needs of individuals with disabilities, the organization has promoted Saundra Hale to Vice President of Operations—a move that reflects not only confidence in her leadership, but also KSI’s determination to meet the moment with vision and resilience.

Hale joined KSI in the fall of 2024 as Assistant Vice President of Operations, quickly making a mark by overhauling the organization’s admissions process. Her efforts led to a 14% increase in program participation within just six months. This success came amid broader organizational challenges, from infrastructure upgrades to staffing and compliance demands—areas where Hale’s leadership has proven instrumental.

As Vice President, Hale will report directly to CEO Heath Chasanov and take the reins on all operational functions, including facility- and community-based programs, transportation, health and safety, curriculum development, and staffing. Her expanded role is part of a larger strategy to build a stronger, more responsive KSI.

“Sandra’s promotion is not just a reflection of her capabilities, but a sign of KSI’s evolution as a modern service provider,” said Chasanov. “She’s helping us raise the bar while staying grounded in our mission.”

That mission has been tested—and strengthened—through recent challenges. KSI undertook a $3.3 million renovation of its Milford facility, transforming a former shirt factory into a dignified, functional space with upgraded HVAC systems, accessible ramps, and specialized learning stations. At the same time, the organization has navigated complex staffing requirements across multiple campuses, requiring rigorous training and compliance management—work that Hale previously coordinated.

Under her guidance, KSI also began the implementation of a structured curriculum designed to prepare participants for employment and independent living. While the rollout demands significant financial and human resources, it represents KSI’s commitment to meaningful outcomes for the people it serves.

KSI has also embraced technology upgrades—including touchscreen computers and music enrichment programs—made possible through community grants. These investments highlight both progress and the ongoing need for external support in funding tools that enrich lives.

Hale’s background includes serving as Delaware’s State Long-Term Care Ombudsman and working within the Division of Developmental Disabilities Services. Her experience ensures a sharp focus on participant safety, dignity, and individual rights—values that align with KSI’s service philosophy.

As KSI continues to expand and modernize, Hale’s promotion symbolizes more than an internal shift—it’s a benchmark of maturity for an organization rising to meet new challenges with purpose, integrity, and leadership.
