Milford Announces Riverwalk Villas Development Featuring New Homes, Riverfront Upgrades

Milford Housing Development Corporation announced plans for Riverwalk Villas, a new housing and riverfront improvement project that will bring 27 energy-efficient townhomes to downtown Milford while adding public space and infrastructure upgrades along the Mispillion River.

The development, planned along the city’s Riverwalk corridor, is being supported through partnerships with the City of Milford, Delaware State Housing Authority, Healthy Communities Delaware, Highmark, Delaware Center for Horticulture, Delaware Nature Society, Energize Delaware, and local and state officials.

According to MHDC, the project is designed to expand attainable homeownership opportunities for working families and first-time buyers while complementing Milford’s ongoing downtown revitalization efforts.

In addition to the townhomes, Riverwalk Villas will include improvements to the surrounding riverfront area, including sidewalks, lighting, landscaping, green infrastructure, and public gathering spaces intended to improve pedestrian access and environmental resilience along the Riverwalk.

MHDC also announced a new Minor Home Repair Program tied to the project. The program will focus on nearby neighborhoods and provide repairs such as accessibility upgrades, safety improvements, and energy-efficiency measures for existing homeowners.

“Riverwalk Villas demonstrates what’s possible when housing, health, environmental stewardship, and community development come together,” said Todd Culotta. “This project is not only creating homeownership opportunities — it is strengthening neighborhoods, improving our riverfront, and investing in Milford’s future.”

City officials and project partners say the initiative aligns with Milford’s Comprehensive Plan and broader efforts to strengthen the Riverwalk as a recreational, cultural, and economic destination.

MHDC said it hopes the project will serve as a catalyst for additional investment and community partnerships in Milford.

The organization also highlighted several expected community benefits from the project, including expanded homeownership opportunities, new riverfront amenities, neighborhood reinvestment through home repairs, and future economic development potential along the Mispillion River corridor.
